Baloch: Freedom Fighter or Terrorist?

The widespread terrorist acts committed around the world have taken its toll on all of us. Lawmakers are writing new laws in their respective countries to contain terrorism within their boarders. Law enforcement agencies are spending billions of dollars to equip themselves to face the new challenges brought by threats to global security. Governments are being toppled for their support and involvement in terrorism. Countries are going to war in far away lands to stop the terrorists in their tracks.

PARADIGM SHIFT
Hundreds of innocent citizens of these terrified countries have changed their lifestyle to cope with the heightened security issues. Cost of doing business has gone up due to additional measures taken to boost up security. Ordinary people with 9 to 5 jobs are ending up in prisons for inadvertently acting in ways that were misconstrued as acts of terrorism. In short, terrorism has shifted the global paradigm; we are now living in a new world order where we have to fight back and protect our liberty from terrorists.

OPPRESSED NATIONS
There are oppressed nations of the world like Kurdistan whose territories are occupied by foreign forces (US forces in Iraq are considered as liberators by the Kurds). These nations are marginalized in every sense by their colonizers who are unwilling to solve problems through political dialogue. Hence, many of the oppressed nations revolt and demand total autonomy. Such rebellion usually turns into an arms conflict between the “Goliath and the Giant”.

Strong-arms tactics of the occupying forces usually results into a genocide-like condition for the oppressed people. This is what is currently happening in Pakistan-occupied Balochistan. The Pakistani government is systematically conducting “ethnic cleansing” to rid the Baloch race from their ancestral land, Balochistan. The Baloch have voiced their concern through political dialogue and proposed:

  1. Equitable distribution of proceeds from their natural resources;
  2. Development of human resource to increase employment in their region;
  3. Political self-determination on democratic lines;
  4. End of military oppression through construction of military bases (cantonments);
  5. Removal of 600 plus Gestapo-type check-post restricting movement of the Baloch within their territory;
  6. Development of basic necessities such as drinking water, hospitals and schools, etc.;
  7. Halt the marginalizing of the Baloch population centers by bringing in foreign labor from other areas of Pakistan, primarily from Punjab; and
  8. Cease mega projects that will further alienate the Baloch people.

Instead, the Pakistani government responded by conducting aerial bombardment, strafing by helicopter gunship, artillery shelling, razing villages with tanks, and summary execution of non-combatant Baloch tribesmen. They have already obliterated several villages, and there is no sight of any abatement of this blatant violation of human rights of the Baloch people by the Pakistani forces.

TERRORISM
The world is confused about whom to declare a freedom fighter or a terrorist. The word, “Terrorism” is used and misused so often that it has lost a clear meaning.

General Pervez Musharraf, military dictator of Pakistan, requested the United States government to declare the clandestine Balochistan Liberation Army (BLA) as a terrorist organization. But, the US Assistant Secretary of State for South and Central Asian Affairs, Richard Boucher, declined to entertain his wishes because there are certain globally accepted definitions and laws to declare someone a terrorist, and BLA does not qualify.

The personnel at BLA are professionals trained in the “Art of War”. They know the definition of terrorism, and will never stoop so low as to become terrorists. The Baloch culture demands of them to receive a bullet in their chest rather than in their back. To date, all bonafide attacks by BLA are on government targets. But, of course, the Pakistani intelligence agencies commit acts of state terrorism and blame BLA. Past records of BLA’s activities prove that it is a military force that attacks state interests, and not a terrorist organization attacking innocent bystanders.

United Nations and its member countries utilize two factors to determine whether an act is “terrorism” or not:

  1. The expected result of the violence
  2. The nature of the actor

The expected use and result of violence that is meant to harm innocent civilians is terrorism. But, a military action where the use of violence is to hurt the enemy and not reasonably expected to harm innocent civilians is not terrorism, its war.

There are two types of actors who commit violence in this context:

  1. The “state” action is one where a sovereign government commits the act of violence
  2. A “guerrilla” action is conducted by a non-governmental entity

In order to understand the role of the above actors, it is important to differentiate the types of violence they comment. There are four different types of violent acts:

  1. State military action
  2. State terrorism action
  3. Guerilla military action
  4. Guerilla terrorism action

To clarify this concept, we like to give examples below:

  1. State Military Action: During the Kargil conflict, Indian forces defeated Pakistani forces;
  2. State Terrorism Action: To blame India, Pakistan blasts bombs in public places in Pakistani cities and points its finger at India;
  3. Guerilla Military Action: Balochistan Liberation Army destroys the natural gas pipelines in Pakistan; and
  4. Guerilla Terrorism Action: Certain Palestinian groups in Israel blow up a bus with civilian passengers.

Within the above-described context, the Pakistani government is using “State Terrorism” on the Baloch people. They have used military force to exterminate more than 700 Baloch villagers, arrested over 6,000 Baloch activists, and are declaring Baloch as terrorists.

But, in reality, the BLA is involved in a “Guerilla Military Action” against the Pakistani forces. They are fighting the “Baloch War of Independence” by attacking military forces, blowing up supply lines, destroying infrastructure, and damaging anything and everything that will incapacitate the Pakistani government and its armed forces. BLA is a resistance force, just like the Forces Françaises de l'Intérieur (French Resistance Army) during World War II.

FREEDOM FIGHTER
There is no doubt that the Baloch resistance is a force that wants to liberate Balochistan from the clutches of Iran and Pakistan. (As far as Baloch territory in Afghanistan is concerned, with the help of the Americans mediators, a negotiable settlement could be arranged.)

The Baloch are currently fighting a low-level insurgency in Iran and a full-fledge war with Pakistan. Two Baloch commanders, Nawab Akbar Khan Bugti and Nawabzada Balaach Marri, have waged a guerilla war in the Marri and Bugti areas battling the Pakistani armed forces. The BLA, a clandestine organization, is busy sabotaging various state-owned infrastructure. Sardar Attaullah Mengal and Senator Sanaullah Baloch are giving strong political support. Government of Balochistan in Exile is gaining international support and preparing the structure of a government for the day when Balochistan is liberated. And, there are many other organizations like the Baloch Society of North America and Baloch Human Rights Watch who are actively involved in helping the Baloch cause.

CONCLUSION
“State terrorism” by Iran and Pakistan has targeted the ethnic Baloch. Due to the strong-armed tactics used during political dialogue by these two rogue countries, the Baloch people have realized that the colonizers of Balochistan are not interested in resolving the crisis. The only option left to the Baloch people now is to demand total autonomy.

Balochistan is rich in natural resources and it is strategically located. Both Iran and Pakistan will not give up Balochistan without a fierce fight. Therefore, the Baloch people have waged the “Baloch War of Independence” and are ready to face any consequence.

The Baloch are “Freedom Fighters” who want to liberate their homeland, Balochistan. Every country in the world that honors freedom, democracy and self-determination must support the Baloch cause. It is the right thing to do.

    The difference between Guerilla Militray Action and Guerilla Terrorist Action were now well understood. The article is well made and I hope the state terrorism of Pakistan and Iran would come to an end. Afghanistan, I guess, has never done a thing like state terrorism on Balochis in their land.

    Things are getting clearer by the day on Balochistan. I hope yor flag will flutter in your own land in near future.

  • Dear Friend of Balochistan,

    I’m glad that the world is gradually realizing that the Baloch are Freedom Fighters. People like General Pervez Musharraf may want to confuse everyone into thinking that the “Baloch War of Independence” is merely a “pinprick” by “pygmies”, but the truth will emerge and he will soon find out that that small prick is going to liberate Balochistan.

    The Baloch in Afghanistan are honored and respected by their government. There never was any “state terrorism” against the Baloch in that country. Afghanistan gave refuge to thousands of Baloch from Pakistan-occupied Balochistan after the end of the 1970’s Baloch insurgency. Furthermore, His Highness Mir Suleman Dawood Khan, King of Balochistan, took refuge in Afghanistan when the Pakistani authorities concocted murder charges against him. Afghanistan has always been a true friend of the Baloch.

    Bangladesh is an inspiration for the Baloch people. We are proud of our Bengali brothers who fought for their liberation and achieved it at a very high cost in human lives.

    Pakistan committed “State Terrorism” against the Bengalis and massacred close to 3,000,000 Bengali freedom fighters and non-combatant men, women and children within 267 days! The crime against humanity by the Pakistani forces is comparable to the Jewish Holocaust when Nazi Germany killed 5,000,000 Jews from 1933 to 1945. The Jews are still hunting down the Nazi to this day and persecuting them for War Crimes. The Jews still remember their dead, and they let the world know what exactly happened to their people.

    What are Bengalis doing to persecute those Pakistanis who committed one of the most concentrated acts of genocide in the twentieth century?

  • It is all true that Pakistan plays a cowardly Evil game, even though then it hasnt got the courage to play the bad guys good. It is the nature of Pakistan as we all know. But lets stop and think for a moment, if it wasnt for the Afghan-Soviet wars and the further conflict over there in Afghanistan, Pakistan would never have had a chance to develop an intelegence agency, be involved in real life political situations and gain from it.

    Further more if it wasnt for the millions of veterens of the Afghan-Soviet war "the Afghan Mujaheden" in the early 90's, Pakistan would have never had a chance to support a group like the Taliban, and later involve forign terrorists and cowrdly TRY A HIDDEN AND FAILED INVASSION. Taliban = a group of Ex Soviet Afghan fighters that have seen nothing but war throuout their lives, and most of that life was lived in exile in Pakistan.

    ANYONE IN AFGHANISTAN COULD SEE THAT THIS IS GOING TO BE SHORT LIVED, AND WAS LOUGHING AT WHAT WAS TO BECOME OF THE IMAGE OF PAKISTAN.


    MY POINT HERE IS, PAKISTAN IS NOT AS GOOD AS WE MAKE IT TO BE. IT WAS PURLY CIRCUMSTANCIAL THAT PAKISTAN HAD THE OPERTUNITY TO ACT. NOW IN SUCH CIRCUMSTANCES IN OUR REGION A TRUE NATION AND CIVIL SOCIETY WILL ACT ACORDIN TO THE WELL BEING OF ALL, BUT PAKISTAN DID THE OPPOSIT AND IT DIDNT EVEN DO THAT EFECIENTLY AS IT IS BACKFIRING ON ITSELF AS WE CAN SEE NOWADAYS.

    IF WE LOOK AT HISTORY, MANY PEOPLE HAVE STARTED FROM SCRATCH AND TOOK ACTION IN FAVOUR OF THEIR NATIONS. THEY CONCEIVED THE IDEAS, THEY DIDNT TAKE ADVANTAGE OF A NEIGHBOUR IN TROUBLE OR ETC.

    PAKISTAN = TO NOTHING IF IT WASNT FOR THE PEOPLE THAT SURROUND PAKISTAN.

    I ADMIRE THE COURAGE OF THE BALOCH BROTHERS , WHO ARE STARTING INDIVIDUALY, EAHC BALOOCH, AND TRYING TO ESTABLISH THEIR GOVERNMENT AND STATE. AND I BELIVE, I HOPE IT WILL HAPPEN. EVEN AFTER A LONG STRUGLE.

  • Dear Sal,

    Excellent analysis of how circumstances in Afghanistan favored the Pakistani criminal mind, and that it was not their intellect that made them so effective at changing the regional dynamics, but it was simply luck.

    The Taleban that the Pakistanis trained and then released on Afghanistan are now biting Pakistan and turning it into one of the most religiously intolerant country in the world.

    It is a shame that the Pakistanis, a conniving group of cowards, succeed in overpowering a strong nation like the Baloch. The secret weapon against the Baloch in Pakistan’s arsenal is to create tribal feuds among the Baloch so we are fighting among ourselves while the Pakistanis rule us. But, the Baloch people are now united and are aware of the tricks of the Pakistani mind. So, we have every opportunity to succeed as long as we remain united.
